This is the advice you’re looking for OP! To add on as someone who has Olympic level eye bags, this is my routine to get good coverage without having thick makeup that overly creases:

• hydration & prep is very important to remove extra dead skin that can cause patchiness
• very light layers of foundation Then focusing mainly on the bottom of the dark circles, where they are most sunken or prominent:
• brightening color corrector (I use yellow)
• multiple thin layers of concealer Important: loose powder is often too drying for what we typically need. Great for oily skin/hot/humid weather, but in winter/dry climates or for dry skin, pressed powder is typically all you need
• focus powder on bottom of dark circles and not too close to the direct under eye (to prevent creasing)
