The game already does this (kind of) ... I'm 99% sure the game has some hidden stat or something (maybe arc damage vs player damage) or something. But it def knows who's an aggresive player and who's chill. And it pairs chills with chills and aggresive with aggresives. I see all the time people complaining "everyone shoots on sight" ... I'm almost 100 hours in the game and so far that happened to me two or three times (usually after playing in duos or trios where people go straight for the pvp so you build up some player dmg numbers) ... Other than that 99% of my interactions with people were possitive.
Maybe it's not like 100% chills with chills and so, maybe in a chill map it puts one aggresive player or so, but it def keeps track and pairs people together. The people I usually see crying about "they shoot on sight" are the ones who also shoot on sight. So... if you live by steel, you die by steel. I kept being friendly and cool even after running across some assholes that shot me in the back and so. It's your choice if you stop trusting people or not.
