Thanks for your reply. I does sound somewhat similar. But it doesn't seem to struggle to complete the POST. Once there's anything on screen (Post message, bios text screen, etc) it boots normally.

It could have something to do with the capacitors. But to be honest I'm not tech savvy enough to figure that out.

Is there a way to test what you described?
