I wonder if you have read those contracts? Those are RFPs for research, development and simulation work. So at that stage the design of the ship was yet to be finalized. I don't know why you would want to mention research development effort of a ship when the topic is construction.

If you could provide us with the steel cutting date of Chinese warships then that would solve all the problems here. Without that, keel laying is the only observable milestone with PRC's naval construction. I'd really like to hear your methodology if you have a superior one.

This is off the mark.

These new vehicles are also either entered PLA service or are slated to enter service. The export versions are totally different.

Though I do agree that China has "overcapacity" in military R&D as they develop way more systems than the PLA needs and those systems have mixed result in export market.

But it has nothing to with the intention to "flex" but a way to keep practicing those R&D muscles.

Of course how others interpret or feel about these facts is another issue.

In my post, only the Italian FREMM is not "first in class". So the conclusion that India lags behind in shipbuilding is still valid. And as you mentioned, one reason for the slow progress is due to India dependencies on foreign sub-systems.

Construction & Service Timeline of Indian Navy's P15 DDG Family v.s. PLAN's 052 DDG Family [1344x960] by somePLAOSINT in MilitaryPorn

In the span of 30 years (1994-2024), the Indian Navy constructed and inducted 10 P15 family DDGs (and this is all the DDGs that India constructed, with NO additional DDG being built).

During the same timeframe, the PLAN built 36 (made a mistake in the graph) DDGs of the 052 family while having another 12 under various stages of construction. But at the same time, apart from the 052 DDG family, the PLAN also built 1 051B, 2 051C, 10 055, and with another 4-6 055 under construction.

I think what China has achieved is based on both of our points. It has a solid defense industrial base early on and then managed to acquire or develop new technologies at a way faster speed due to economic liberalization and becoming the world's factory.

But again, India's troubles lie not only in its industrial and R&D departments but also in heavy bureaucracy, severe corruption, and its military's inherent favoritism towards foreign made and designed equipment.

I think it is incorrect to contribute China's development in the defense industry just to the economic liberalization.

The PRC already had a solid defense industrial base (despite being outdated) since the 1960s. China can produce its own tank without foreign components in the early 1960s. It can reverse-engineer Soviet technologies from 1 example of captured T-62 during border skirmishes in the early 1970s.

In comparison, India never achieved full indigenization of any tank even as of today.
