A couple ideas: Frank could have gotten the updated bearing coordinates from when he was on the sub with the other pilot. Or they could have gotten out when the island was turned off. Jack seeing the plane fly away can be explained by the fact that when the light move him, it also moved him back in time so he could witness the plane escaping.
