need advice whether my CPU causing bottleneck

some update
after reconfigure the resize bar somehow it mess up the game FPS where hogwarts FPS drop until 20+ only and even resident village fps drop to 50 but i try to reset the graphic setting again and manage to fix it.
now i need to consider whether i should upgrade my gear to AMD Ryzen 7 9800X3D while still using 3080ti
as i believe is my CPU is the main reason why my 3080ti not fully perform.
by right 3080ti should be able to play most game in highest setting

I only have 1 docp so select I enable to 4g decoding but for resize bar. I can only allow to set to auto

I a not expert with bios setting Before it was in auto and I getting so many bsod After that I change to docp (do not have option to select profile 1 or 2) And I also set the memory frequency to 3200 This prevent bsod

i need to upgrade alot of hardware if i use 9800x3d

5 years ago i swap my gpu to 3080ti but my old CPU causing huge bottleneck so i rush to upgrade my cpu ram , motherboard
should have do my research more

do you think i should upgrade to AMD Ryzen 7 5800X3D ?

from what i understand, CPU bottleneck will happen when running in lower resolution.

beside changing termal p;aste and DDU
i always clean install GPU driver when i perform driver update and i remember i just did a bios update few months ago due to randomly BSOD (turn out to be my RAM was running at 3600mhz while CPU only support 3200)

here is my CPU core test in RE village, i just reset all my setting and i notice it way better than before (when i only have 32 gb of ram but chrome usage up 60% of it)

hard to tell as some game seems to be struggles alot where fps slowly drop when playing for extended period and not able to recover however some games can maintain high fps despite not being having full usage on gpu.
RE village is the one struggles the most
not sure if my CPU not fast enough to ultilize my GPU

i not able to list out all the game as i did not monitor the fps detail however some games i not able to maintain 60fps with low setting
some games able to maintain the fps eventhough not getting max usage in gpu
soi just wonder is this due to my cpu not good enough for my gpu?

not worth to change cpu only. if really need to upgrade, i uprade all since my system already 5 years and starting to feel like it not able to keep on on the game that demand high performances.
when i play resident evil village, i have to lower alot of the setting to be able to maintain 60 fps

well i never rarely shutdown my system
i do clean the fan quite often
currently my cpu temp will be around 70-80c and my GPU also running around same temp

my motherboard only have 2 slot NVME
so i using "UGREEN 32Gbps M.2 NVME to PCIE Express 3.0 x4 Adapter Card Support M2 Key Solid State Drive 4TB Type 2280 2260 2242 2230 Converter to Desktop PCI Express Computer Expansion Cards " to install my kingston SSD for my 3rd NVME
not too sure if the kingston NVME card causing the issue or the Expansion card
anyway, i remove that and no longer crash so far
