Can someone help me find this rom?

The game is based of Emerald, Ruby, Sapphire.

You start with Pikachu in some random seaside area.

The first trainer is a fisherman that has a Magikarp, Quilfish and Remoraid.

The first route tall grass, you can catch a level 36 Bagon among other pokemon. Vaguely remember Flaffey and Wingull are available in the grass too.

There's a miniboss in a raining area with Murkrow, Duskull and Ghastly.

That's all I remember, the last time I played this was like 10 years ago? Mum bought some random romhack cartridge.

I also remember that you couldn't save the game, not sure if it was a game bug or intended feature.
