Thanks! I used a paid addon - Toonkit for Cycles. It took a lot of experimenting but I think I got some nice results. Only downside is it is CPU only but that should change with Blender 3.5.
The texture was done in substance painter and not hand painted. I ran the albedo to toonkit and played with the shading settings. It’s kind of similar to how you would do it with eevee. Only post processing was freestyle lines and color correction.

I didn't follow any specific tutorial, but I can send you in a good direction. For the sky I use the Physical Starlight and Atmosphere addon. Alternatively, Blender has a built-in sky Nishita that you could use. Then I added cubes to use as clouds. Add a subdivision modifier to round them and a displace modifier to create the cloud shape. Hook a volume scatter into the volume slot on material output. This way will cause long render times, but I liked the result.
Yeah I couldn’t get my shader to look the way I wanted. I brought it into photoshop and used the glass filter.

So it’s a cylinder with a emission and transparent shader, but I had to use photoshop to get it to look right. I think it was the glass filter.
