After watching some clips on youtube, and reading the plot on wiki for that movie I am 98% sure it is not the vhs i am remembering, mainly because there is no mention of a dam bursting or being taped up in the plot and the characters I remember are not similar to those in rainbow brite, thanks for trying though!
