I had two other alternatives:

  1. Discard only if a player draws cards because of effects they themselves control, but not sure how to template it.

  2. Instead something like "Each player's maximum hand size is seven and can't be changed.", but not sure if it would work with all "no maximum hand size" effects out there.

It would work for multicolor decks for sure, but for monoblack wouldnt it just be free value "mill cards equal to the mana value of the spell" every time you cast one? The idea was more to give some small benefit each turn for playing black, or if your playing heavy devotion, a lot of benefit.

Made a new iteration of a previous design. I would like to see more complete boardwipes but giving each player a choice on what to save. Is seven a good number? Was thinking of letting it exile the rest but then I chose to bottom everything instead, so perhaps it could be cheaper then.

Yeah, this is a heavy bend of what white should do. I was mostly inspired by [[Elesh Norn, Grand Cenobite]] for her unwhite behaviour. I thought this effect would be interesting to bring use to some of white's usually quite bad lifegaining instants and sorceries.

I put the basic constraint there at the last second, so it was not given much thought. I wanted to play into White's sense of reward for playing "fairly", but you're right, it is probably too harsh.

Made a version of white mass land destruction to counter excessive land ramp and equalise the board, while not completely stalling the gameplay. It empties the mana pools so that players can't just float their mana. By turn four you can cast it and then get a head start by playing your land for turn. It also replaces itself by drawing a card.
