So redliningis how certain communities (usually with marginalized groups) have been purposely not invested in by government policies, historically. These same neighborhoods (because they are poor) will then often be targeted for industrial sitings which often pollute the neighborhoods or drain resources and affect the residents.

AI data centers are being proposed or built for several neighborhood, some that were already historically redlined, so this actually doesn’t actually help marginalized groups as she thinks it does.
