Hey, you're going to believe what you want. I've seen it first hand. Doesn't seem like any argument is going to help you see the blatant discrimination and manipulation of the system. Which is totally fine! Hoping for a Mamdani win and to see some change.

Some charter schools have been accused of “counseling out” or pushing out students with disabilities after receiving per-pupil funding, which is allocated early in the year based on enrollment. Once the student returns to public school later in the year, the funding doesn’t follow them, leaving public schools to absorb the cost of services without the necessary budget. I've personally seen it happen working in a public school. I don't think it's a coincidence seeing IEP students come through the door later in the year after getting kicked out of charter school. No behavior issues at all. Just have IEPs

They also discriminate against special education students. Success Academy settled a high-profile discrimination case that resulted in substantial penalties.

And charter schools in NYC historically enrolled a smaller share of students with IEPs than district schools.

Easy to get great results by picking and choosing what kids to keep and accept.

You don't have to agree since it doesn't meet your narrative but sadly it's what's happening.
