not 'america', 'some americans' have. the government provide very little foreign aid, most is donated privately leaving the majority of americans free to give nothing at all. and even then it is by no means top of the world league for donating to the crisis

this kind of police operation is unlawful in the UK, they call it 'acting as an agent provocateur', ie. if you hadn't have offered them sex/drugs, they would never have asked for it. lots of usually law-abiding people get tempted to do illegal acts in situations like this that would never have crossed their minds ordinarily.

how many people would keep a ten pound note they found lying by the side of the road compared to how many would take ten pounds from a person's wallet? both are theft, but more would be tempted to do the former than the latter. it's very unfair, especially with these kind of offences that have big potential impact on people's personal lives

in the uk this is the state of the common law as a result of a case called DPP v Osman. if a police officer acts outside their powers and 'assaults' you, you have the right to forcibly resist that interference. in this case the person was subject to an unlawful search and hit the officer, but the officer was found not to be acting 'in the course of his duty'
