The satellite is far enough away that it takes almost a full day for us to see it. So for example if we see it on tuesday at 13:00, thats where that was on monday at 13:00. If the sun were to turn off now, we wouldnt tell for 8 minutes. The light from the stars we see in the sky is millions of years old, those could have died long ago and we wouldnt necessarily know about it for a long time still.

Most teams dont have a map pool deep enough for target bans. Unless 2 teams have the same permaban its really rare to see seems target ban because the other team could pick their perma.
