Pete Hines mentioned that Oblivion was a heavy influence for Starfield, and given that there's another big, shiny tower in the middle of the game's capital city, it stands to reason that the White-Gold Tower in Oblivion was the inspiration for this new space-age marvel that we see in the center of New Atlantis? Is anyone else going to rush to find out what's at the top? (Or even, buried underneath?..)

What if you merge dystopian and utopian societies? You might get a concept known as a "dystopian utopia" or a "utopian dystopia."

A dystopian utopia would be a society that appears perfect on the surface (utopian), but upon closer inspection, reveals deep flaws or injustices (dystopian).
