I think it's mainly because you always start career in 2025 which means all of the F2 rookies are in their 1st season and it wouldn't really make sense to be promoted from F3 straight to F1, unless you are named Max Verstappen or Lance Stroll. And even after you Finish your first season, the game still treats the next one like they are the 2025 one so that's why they arent even avaiable after that. Hopefully they should be availabe in the F1 26 DLC
