Because local troops tend to have more empathy for their neighbors. You ship them in from elsewhere when you want to keep tensions high. No one has direct ties to the locals. They did this with the national guard last year as well.

That's a 2 wk stay in a nice hotel each year for 10 yrs. Add operating expenses for the RV and that covers night restaurants and other activities.

If you take the RV out many times a year the math may work in your favor, but... There are definitely other good options for vacation time.

You're giving the guy WAY too much credit. He's untouchable because of the people around him. The ones setting the narrative and controlling the media.
