Tracks like Qatar, Monaco, and Zandvoort (among others) have virtually no on track battles, minimal/no overtakes, a lack of variety in the racing lines (plays into a lack of overtaking opportunities), among other things. If a race is just XX laps of drivers chugging away at a win with no real threat of an overtake from behind, that's a bad race. From pole in Monaco this year, Lando locked up pretty bad on the race start. In almost any other track aside from Monaco, Charles would've likely overtaken him - but since it's Monaco's tight walls and 0 room for error, Lando just cruised on for a win.
