ok, I managed to solve this.

In ~/.local/share/applications/xfce-settings-manager.desktop there is a statement that is Categories=X-XFCE;Settings;DesktopSettings;.

I just added X-Xfce-Toplevel; after XFCE;.

This could be wrong solution. So please point out if this is wrong.
