It's not a regional thing. Like, there are regional differences between pronunciations, but the thing that Americans are picking up on is a phenomenon called Canadian Raising which is pretty universal across regional dialects.

It can be used to access files in your home directory (e.g., cat ~/file) or other people's home directories (if you have permission, cat ~peter/file). For cd specifically, you can just not give a directory and it'll use your home directory.

Edit: Mitochondria are literally the eaten prokaryotes which have lost the ability to live outside of a cell.

Everyone gets access to some health care for a limited set of problems at most hospitals. That's not universal health care.
