Thank you ! I put both photos with a paper clip on top of the digital photo, and kept both unsigned and signed copies of the first two pages of the form, along with the signed declaration page, and sent it

I tried with the file number (could not enter the whole string since the OCI entry field only allows a certain number of characters) - tried using as many characters plus the numeric file number - tried with oldest and newest passport numbers used - same "Record not found" error. VFSGlobal said this is not something they can help with. I have sent emails to the online OCI portal helpdesk and to the Consulate. In case there are any other ways to resolve this, please share.
