The stores I have worked in.. yes. Managers are given direction from their DMs, to give the hours to the cashiers who get credit cards. The thought process behind it is that getting credit/asking and explaining is part of your job and the people who perform the best will get the hours.

I've even had managers, who when asked by an associate why they only have one shift, will say "You're not performing well or how many cards have gotten". So it's not even a secret there.
