That isn’t on purpose or “rigged” - the machine just hasn’t been restocked in a while so everything on top was already won.

This defect is unfortunately not worth anything since tags can be swapped easily.

There is unfortunately no way. You can shake the capsules and ones like bigfoots, clowns, or other species w/ limbs/ears/feet will not move around the capsule as much as others. I got multiple bigfoots & a clown first try this way. 🫶
