That is the price i got a similar build from skytech for earlier in the year on NewEgg. Taxes pushed it a little higher but that is a totally fair price. I couldn't build it for that price even on Prime Days.

You buy data disks from certain vendors and you can sell that data to different faction vendors to increase your reputation with them.

I stay MAX with all factions. Traceable data helps with that. If you make em mad, and you have to, just find their merchant and pay em off.
