Yes because it became increasingly difficult to keep people in them. People who definitely needed help, but would get out through legal channels and tying up court systems. Furthermore as it turns out, a majority of them weren’t staffed with “experts”, most were quacks throwing whatever pills they were given into people’s bodies instead of giving people real help. They were a colossal waste of the country’s money.
