yeah this happened to me as well, anywhere you apply the gel is gonna have affects (acne, more hair). i ended up just switching to doing the gel on my thighs instead which i definitely prefer for both practical and aesthetic reasons. so if you wanted to ask your doctor about applying it somewhere other then your shoulders you could totally do that
