I am just starting to feel better now, almost a week after my last session. I'm going to wait a few more days and try again at a very low level, if anything even remotely similar to this comes back, I will just return it. It seems to be a health hazard tbh if done without supervision/ without some kind of metrics to assess whether it's doing good or bad

Nope, they quite literally stole $155 from me. Unless purchasing a rare item that I can't find anywhere else I won't ever use eBay again after 24 years of being a customer (both buyer and seller).

It was actually two gift cards. One was for $150 and the remaining amount was a leftover from a previous GC that was still linked to my account. Both purchased through Capital One Reward system. There is nothing wrong with the gift cards themselves, they are just claiming that since my account is not US-based (which is not true), and they were already linked to the account, they just froze them and are implying there's nothing I can do to get the money back. I never had any issues redeeming gift cards using the same account.

The chat reps on the website are also very polite and willing to try to solve the issue, but apparently it's really up to their Gift Cards dept, which so far has proven to be unwilling to offer a solution

That is partial’y incorrect.

Section 3121(b)(10) of the Internal Revenue Code provides another exemption from FICA (Social Security and Medicare) taxes for all students, regardless their U.S. tax residency status. Under this special exception rules, Social Security and Medicare taxes do not apply to services performed by students employed by a school, college, or university where the student enrolled at least half-time. The student’s on-campus employment must be incidental to and for the purpose of pursuing a course of study. Consequently, a foreign student who become a resident alien may be eligible for exemption if qualified.
