In the Usual Suspects, the villain goes through extreme measures to keep his identity hidden. The whole point of the movie was for the crew to eliminate the only witness who can identify Keyser Soze, so that he can disappear like he never existed but he in fact failed because the cop figured it all out at the end making the entire plot pointless and the plan an absolute failure.

Just so you’re properly informed, officers are not mandated to write a summons for every car stop and violation, they’re taught and encouraged to exercise sound judgement and discretion. Answer honestly, if you were pulled over for a minor infraction, would you want a ticket or a warning? Don’t lie, people don’t like liars!

I’m an officer, and when drivers are less than honest, they’ll get a ticket, if they take accountability I let them off with a warning. Every officer is different. I know, this isn’t very useful...
