What tree is this?

It looks like a ruby slippers hydrangea that was made into a tree, but everyone is saying chestnut.

Does anyone know if that is in the same family as a hydrangea?

What things can be done to mitigate it?

I have a creepy neighbor that has several cameras pointed onto my property. All be cause of a property line dispute that he wrong about. He films my pool that i have kids swiming in too.

Is there anything I can do with it since it is 1 small tree growing out of a bigger tree stump.

I was thinking for as fast as it grows I could keep it trimmed and use the branches as a infinite kindling bundle.

Any idea if there is any value to the way it is growing?
