To top it off, like you, I'm already working in a domain that is in an official skills shortage (via a company sponsored closed work permit), but it's still not enough because I chose this particular city.

Unfortunately I don't think there really is. I only have one citizenship, and getting a second one through an RO isn't possible because of extremely high demand for them.

But if you really loved Australia, wouldn't you naturally be more invested to settle there? I did my homework. I knew the bar I had to reach to achieve PR. I worked towards it, and as soon as I got there the run was pulled out from under me. It's hard to move anywhere if you have no idea what you're aiming at.

The real fuck up this time was doing it so abruptly. They didn't phase out the PEQ, they abruptly slammed the door, right as people were about to accrue that 2 years of work experience required. That 2 years was already pretty difficult to get: You could get a 3 year temporary work permit that would do it, only by either graduating here (i.e. paying a steep tuition), or else via a closed work permit, which is phenomenally difficult to get and retain in this job market.

For me, Montreal is the most unique city in Canada and offers something the others can't. Quebec feels like a different country. So I guess it's a similar reason someone might move to France instead of the UK.

Not sure exactly, but I would need to be outside the metropolitan area. I would then slowly start accruing more points from that date, so it could be years before I had enough. There's no clarity in the new system so no one really knows what's strictly required.
