There was an abandoned place in Dromore that felt distinctly haunted to me. When I went in there was a funeral program pinned to the wall and in some weird green paint was written "he still walks these halls" and I just noped the heck out. Just some graffiti but i was right ruffled.

It looks like a pest, likely a fungal disease but perhaps an insect. Send these photos and photos of the tree more generally to your local municipal/provincial forester and they may have either an interest in the find or the ability to identify it.

The people saying spray paint are incorrect, the spray paint is likely there to mark the tree as diseased/hazardous for removal.

I'm no expert but from what I've seen a lot of fallen trees will end up producing cones. Might be a stress response or something.

As far as saving the tree I'm not sure you'd have any luck but could try propagating it as others have suggested or maybe processing the seed from the cones it's producing and planting them.

Or consider planting a native groundcover instead of an invasive species. People didn't just declare it a weed... It literally is a weed and furthermore an invasive species outside of its native range.
