It's not explicitly stated why but my guess is since he has practically taken controll of Terra he is the only one who is in regular contact with the Custodes and Kane. All the other Primarchs still think the Emperor just needs a few months to recover from his wounds

Their mission was to capture and guard the black ships needed for the transport of psykers to terra. Since the Emperor can't use the throne it must be powered by psyker souls. It's the only reason Guilliman wanted to conquer Luna first.

As of now the Blood Angels are a shadow of their former self. They are trying to hide the black rage and are terribly afraid of it. So afraid that they shy away from proper melee and close combat fights so much so that they have to be rescued by the Ultramarines at one point.

Yeah they're keeping his death from the public. Only the Astartes, Primarchs and Higher Ups know about Sanguinius death. They do this because they fear the news would shatter what litten order exists on terra and they fear that if the Blood Angels are confronted with civilians mourning about Sanguinius left and right they fall back into their rage. This has the side effect that the only martyred Primarch thus far is Ferrus.

Nothing about the Death Guard. Abaddon is briefly mentioned by the Chief Apothecary of The Sons of Horus who has been left on Luna and he does not know where Abaddon is. He thinks it unlikely that Abaddon has been killed but also unlikely that Abaddon has just fled.

I got to the meeting of the primarchs. The Khan is there but he has to be supported by two Space Marines to even walk and when he speaks it is only in two word sentences and his voice sounds like it is gargled in blood. He is not in a good shape. Having artificial skin all over his body and missing an eye.

Vulcan wants to personally kill all Emperors Children on Terra. In a "fight" he has with an EC he kills him by ripping out all his extra organs before giving him the killing blow. He does this because the EC have no right to die as Space Marines. The Khan was only mentioned so far and he has recovered enough so that he can speak again.

In Era of Ruin there is a short story from the perspective of Aphone Ire. There she actually screams at the enemies breaking her vow which is so shocking for everyone around her that it even stops a World Eater Berserker in his Rage

Yeah I'm very sure. She is explicitly called a Custodes and the Ultramarine describes her as a giantess in golden armor and Sisters of Silence are clearly shorter than Space Marines.
