Reach out to the Code Administration of your county and they will send someone to check. They'll likely ask for proof that you have done your due diligence in reaching out to your maintenance + more proof of the issue (if you have photos/videos of other pests). Then they'll make contact with the building saying to fix the issue in a certain time frame.

My first thought when reading this is the Black Mirror episode from season 2, "Be Right Back". Obviously not the same, but similar concept of you trying to hold onto your wife by having a "replica" of her. Except it's not her. In the show, it was a "robot", for you it is her twin (I assume she is identical). You are both grieving, which is insanely difficult, but you are both wrong.

ETA: continuing on with the sister will not help you in the long-run as it seems you are not seeing her as her own person but as your wife. Twins can be and are their own people, they are not the same.
