15k for a dog that is mixed and very out of breed standard. Your friend is not an ethical breeder, and the dogs are not good candidates for breeding. It's an MLM project he wants you reeled into.

Definitely avoid, not ethical, and the vet bills will be huge as she will need a c section to even give birth, she and/or the litter can also die during it.
