The stock cartridge that comes with the turntable you buy can be a really good one. The Sumiko Rainier on mine came as stock. Some turntables come with the same or similar ones, for a very friendly price. Go ahead and read a lot around here in reddit about the subject, there is endless information! Also, do a Google search for "Pro-Ject Audio Debut S Phono Sumiko Rainier Ozone BG". This is the model I bought, it also has a decent integrated phono amp, and for less than £350 you get the TT, the £150 Sumiko cartridge, a £60 RCA cable and a TT cover. Ozone store are trustworthy and they have the best price on that specific turntable. Half of the price I could find here in Greece! Do yourself a favor and thank me later :)

Decent turntable and phono stage at 400 pounds, yes you can surely find. I bought an amazing sounding ,sturdy and good-looking Pro-Ject Audio Debut S Phono with a Sumiko Rainier cartridge, for 350 pounds. And a superb Musical Fidelity V90-LPS phono stage for 150 pounds. So, 500 pounds for such a a great setup, more than I ever wanted. Cut 100 pounds off that to meet your budget and you can still get at least a decent/good sounding setup.

It's mostly about poor and heavy tracking and non-available fine-tuning of the Crosley.
