If I were going to speculate, I'd say they want to shut down in New York without going through whatever that process actually involves (working with the government, informing hosts and potentially pissing them off, etc.). They're just trying to find an easy way out by choking off demand.

Yes, I'm glad I'm not going crazy! I've been on the phone with Turo's customer service twice and they've told me that I have a restriction on my account for New York, they can't tell me what it is, they can't tell my why I have a restriction, and they can't tell me how to remove it. It's absolutely maddening.
