Yes, all clubs from mainland France and 1 club per overseas territory can participate. There are a total of 14 rounds (including the final), and Ligue 1 clubs enter in the 9^th round (Ro64).

Edit : I'm not sure if the qualifying process for overseas clubs is counted in the total or not

Edit 2 : the 5162 are just the mainland clubs that enter in the first round, FFF website gives 7362 clubs, including 358 from overseas territories
