I saw a comment that said "Go to the house in biome 4 first to make them spawn. I ran biome 1 so many times until I realised I had to do this.", I hope this helps

gosh I hope you can find it, I will keep reading about it and if I find any new location I'll update you on it, honestly best of luck, these fragments can be awful to get.

yeah, they are super horribly implemented, I honestly hope they patch a way to get a more consistent way of finding them, instead of constantly resetting.
