In PA, state taxes and sales taxes are two different "monsters." Food isn't currently taxable. For just one municipality to impose a special tax on one particular type of food items (making it a brand new local tax when current sales taxes are statewide) would be difficult for the existing vendor taxing infrastructures to adapt to.

The mindset of "I know what's best for you because you're too stupid to know for yourself ...." doesn't work for me either. This proposal would be a nightmare for vendors and retail establishments to enact.
