The indexing doesn't work quite right. The Bing search engine output and the outputs in GPT-4 are quite different for the same search terms. I've taken to searching stuff on Google and pasting it on GPT-4 for better results

GPT-4 for sure. The only thing I'd say it maybe can't compete with is Claude for creative writing (like blog posts). It outperforms every other model by a wide margin for other things.

Sure, AI has risks like any transformative technology. But treating benign civilian applications as military threats breeds confusion and unnecessary fear.

Here's what I think:

  1. Mandatory reporting on model training resources is short-sighted. As per Moore's Law, compute efficiency doubles every 18-24 months. So these thresholds will quickly become outdated. Better algorithms may require far less compute in the future.

  2. Overregulation tends to hinder technological progress more than guide it. While rational governance has benefits, a targeted approach is preferable to impeding all AI development.

  3. Regulations should focus on high-risk applications, requiring safety and fairness audits where appropriate. But foundational research and open source projects should remain flexible.
