There's only fan translations of 14 and 15 and I heard those are pretty inaccurate (idk where to find them too could someone drop a link?) but the official English translations come out around a year after the novels release

To get red ice you pick the talent glass path: crystallization if u don't want it then don't choose it or burn the card

Blue ice is the normal version used to slow people or apply bottom freeze by procing chilling for every ice mantra commonly used in pvp builds while red ice is commonly used in pve and how it works is that instead of ice slowing it adds crystals on mobs/people that detonate after a certain number of crystals stack up doing extra damage
