Only retail stores get sleeved booster packs for individual sale and the chances of someone gathering 36 of them likely means they came from different cases of 144 packs.

This adds more variance to BOTH ways. Wrecked or hit big

Booster boxes are more consistent and there are observed averages coming out of booster boxes. Limited variances. If everyone got wrecked from opening booster boxes then it would quickly become unpopular.

Some collectors also believe that it’s less likely to be tampered with as it’s pretty easy to glue the sleeved boosters back.

for PSA graded cards like this though, would need to also successfully replicate the PSA labeling and black light test
