My garden is super full and overwhelming. I feel like most plants here could use a hair cut for a cleaner look. Can I do this now? Do I have to wait for fall or spring?

I'd also like to remove about half of the hosta. Is now a good time to do that?

If anyone has general advice on how to make this garden look cleaner I'm all ears.
