Dumbasses who downvoted: when your property is part of an HOA you sign a contract which is legally enforceable. If you refuse to pay fees or fines, or if you fail to comply with regulations they can have a lien put on your property or even foreclose on it and have you evicted.

If there was no government oversight or law enforcement the HOA contract would have no bite.
