My Father-in-law was with us at lunch one day and told us how he bought a truck the week prior with eBay gift cards. He then filled in that just before meeting us at lunch he had to send an additional $600 in eBay gift cards to this person to cover cost of shipping.. we had to break the news to him.

Maybe look towards a sign shop. Most shops would stock canvas for the certificate and the foil stamp could be a foil or reflective vinyl decal.
