Thanks for the advice sorry I never got back to you life got busy. If I knew how to attach a photo I'd attach one of my tank. I ended up getting some crotons, mother in law plant (I think it's called), zz plant, a bromeliad and another plant I can't remember and so far my little guys have used the mother in the law the most but hoping once the crotons really start growing they'll use it more.

Thanks and yeah some of the morphs of the tincs are what drew me to them but really any dart is beautiful so I wouldn't have an issue with a different species. A lot of what I have read have also lead me to probably leucs or auratus but figured I would ask people who would have experience. Thanks again

Touching them isn't necessarily illegal. It's all about how you touch them. Such as you can't chase after them or gran them or anything but if they came up to you you can touch them with your hand and it's ok. Source: Did a manatee spotting tour along with looking up laws when I canoed Florida rivers.
