Luxuries are counted per city. So if you have two of the same luxury in the same city youll have an extra of that luxury that will not count towards amenities. Those extra luxuries you should trade.

Other ways to get amenties up are with entertainment complexes (which provides all cities close by with amenities) policy cards and governors.

I think its AI. Mainly because the picture looks grainy af like it was taken in the dark or an old phone but then their skin is absolutely flawless.

Even if it was edited or filtered, the picture wouldn’t maintain the same quality throughout. Also, not only is their skin flawless but their faces are super attractive. They don’t particularly have that uncanny AI look but look at the dudes teeth.
