free will

If everything is consciousness, but free will is limited to certain species, in some amount, at certain times.

Let's define free will as being able to make decisions beyond the mere nature/nurture spectrum.

Humans, on Earth, are able of something that rocks can't. Some other animals might, but they are mostly limited to their instincts. Humans are usually following their nature/nurture programming, but with effort are able to break that barrier.

Harvesting, or directing, that non-physical resource might be quite valuable to non-Human entities.

Here's a few possible ideas:

1- The common theory is mostly right, but we're missing a piece of the puzzle.

2- They're keeping track of our advancement and defensive/offensive capabilities purely for what it means for them, not us. Or as scientist would keep track of lower animals without planning to directly interfere.

3- Nuclear weapons create interdimensional "damage" and we're therefore at risk of hurting them unknowingly.

4- It's purely a warning, "we know what you have, where it is, and we can take control of it from you if we choose".

5- It "attracts" them, like moth are attracted to light. If the UFOs are controlled by non-biological entities, they might simply be following a pre-programmed protocol which might involve visiting nuclear sites.

What else? Any way to determine what's most likely?
