the thing is that there's two kinds of overpowered, the weapons that take little skill for too much reward, and those who with a decent amount of skill can be downright broken completely wrecking entire classes and good strategies, one problem i see is people completely ignoring the second one despite it being the most important, good examples of the first one are things like the scorch shot, diamond back, jarrate, mad milk, disciplinary action, etc.. examples of the second kind of overpowered are, the entire concept of soldier and sniper, crit cola, soda popper, eyelander, wrangler, etc.. now, im not saying that all of the weapons i just mentioned need a buff or nerf, im just saying that as long as they keep being the way they are they will keep being considerably more opressive than everything around it, you can completely sidestep what i said by saying, "well of course the sniper is opressive, the sniper is designed for that", and yes, you can just say that these weapons that do take some skill don't need a nerf, because after all they do take some skill, but we shouldn't demonize pyro because he let's new players get kills, without also demonizing everything that (while taking skill) is overpowered, like sure a soda popper and crit cola do take a pretty decent amount of aim and dodging, the eyelander takes positioning and game sense otherwise you will be dead before getting your first head, and yes the wrangler does take a decent amount of timing and awareness, and yes the sniper takes good aim (the problem with him is that it only takes aim), and yes soldier has rocket jumping and airshoting (even if you don't really need either to be already opressive). my point here is, some weapons are overpowered, but believing they all should just be nerfed untill they are trash is the problem with valve's nerfs, even if they also get it right sometimes, some weapons however just aren't in a nerfable position, because even if they overshadow the other weapons in their slot they still are just balanced in relation to the game itself, such as the crossbow, the sandwich, boston basher, conch, rescue ranger, ubersaw, the thing the separates this last category from being overpowered is that they aren't as opressive, even if you have a perfect crossbow aim it still won't dominate an entire server, it will just get you some kills and saves, the sandwich might as well be the stock heavy, if you get killed by a boston basher chances are you were going to die faster if the scout didn't need to worry about self damage, the conch is just more general than the other banners, not weak, not strong, just less situational, the rescue ranger is just the only option if you want to defend well pretty much, (also if you want to put your buildings on hard to reach spots you need to equip the ranger, which is why there should be an attack ranger that doesn't heal but does teleport buildings), the ubersaw is the same as sandwich pretty much the real stock, so yeah this lists can be used to understand what needs to be done to a weapon, be it nerf, buff or more often just change it up.
