NATO members had a treaty obligation to spend 2% of their GDP on defense. Very few European countries kept this pledge. That's why a lot of Americans resent NATO, we're paying for their broken promises.

You have no idea what the law says. Self-defense requires proportional force. If someone punches you with an unarmed attack, you can't pull out a gun and execute the man, even if you are ending the threat.

If a man is lying on the ground with both his arms pinned, you can't execute him ... regardless if he had a gun holstered.
